1.0.1为规范湖南省城市轨道交通工程监测工作，做到技术先进、经济合理，保证工程结构 和周边环境的安全，制定本标准。 1.0.2本标准适用于湖南省城市轨道交通新建、改建、扩建工程及工程运营维护的监测工作 1.0.3城市轨道交通工程监测应综合考虑轨道交通工程设计方案及施工方案、地质情况、 气候及周边环境条件、运营要求，制定合理的监测方案，精心组织和实施监测，为动态设 计、信息化施工和安全运营及时提供准确、可靠的监测成果。 1.0.4城市轨道交通工程监测除应符合本标准的规定外，尚应符合国家及行业现行有关标准 的规定。
采用专用轨道导向运行的城市公共客运系统，包括地铁、轻轨、单轨、磁悬浮、市域快 速轨道系统
在城市轨道交通工程施工和运营期间，采用量测仪器、现场巡查或远程视频监控等手段 和方法，采集和收集反映施工、运营线路结构以及周边环境的安全状态、变化特征及其发展 趋势的信息，并进行分析、反馈的活动。
